will other mod authors be able to port their half-life mods to source?
Yes. In fact, the Source engine is said to be even more modable than Half-Life 1, and—therefore—it will be relatively simple to port a Half-Life 1 modification to Half-Life 2. Valve has included resources in its Half-Life 2 SDK (Software Development Kit) for mod creators, that will help convert Half-Life 1 mods to Half-Life 2.

The HL2 SDK will generally be familiar ground for anyone who has experience with the HL1 SDK. For example, Hammer, Valve's mapping program, can load Half-Life 1 levels. Re-texturing and revising entities must be performed manually, but at least the geometry is there.

Same concept can be applied to the Half-Life 1 models, as only the QC files need to be redone and recompiled for models to be compatible with Half-Life 2. All that is needed is the model source data to make this possible. The HL2 SDK will come with tools for 3DSMax, XSI, and Maya.

The Half-Life 2 Software Development Kit is not yet available for public domain. When Valve considers the HL2 SDK ready for the public, they will release it. It should be noted that the Half-Life 2 SDK may not be released before Half-Life 2, however.
